Multiple Contact Ticket Creation

Having an issue with steps designed to query if the from email address had contacts in multiple organizations and then create a ticket(object) if this was correct. It seemed liked this was working before but not longer is.

Following the log the query shows that it found only 1 result but then proceeded to trigger the the second step when it should have skipped it

Any help would be appreciated.
